Resolutions Process

Resolutions supporting the aims and purpose of the Idaho School Boards Association, legislative and otherwise, are considered one of the most important functions of the Annual Convention; therefore, the ISBA desires trustee involvement in developing resolutions.

 

A review process and timeline is established to allow for thoughtful consideration of all resolutions submitted that ultimately require approval by the membership at the November annual Business Session.

 

Proposed resolutions for the annual Business Session must be submitted in writing to the Idaho School Boards Association office no later than fifty-five (55) days prior to the annual meeting.  However, in order to allow for thoughtful consideration of the submitted resolutions, ISBA asks that submissions be sent by the last day of July.

 

(A) Those eligible to submit resolutions are member district Trustees, the Executive Board of the ISBA, and the governing bodies of the Regions or by a committee created to consider such proposals.

 

(B) Proposed resolutions which are not submitted as provided for in this section shall not be considered by the convention unless 2/3 of the delegates present and voting elect to suspend these rules to consider such later proposals.

 

Once the Government Affairs Committee has completed its review of submitted resolutions and made written recommendations, the ISBA Executive Board will meet at least forty (40) days prior to the state annual Business Session to screen, combine, rewrite, draft and consider said resolutions. Following the Executive Board review, the resolutions will be prepared in final form and mailed to each trustee at least thirty (30) days prior to the state annual Business Session.

 

At the annual Business Session a majority vote shall be required for adoption of a resolution. A definite decision shall be made as promptly as possible.

 

Resolutions adopted at the state convention automatically remain valid policy of the Idaho School Boards Association, Inc. for a period of two years unless otherwise acted upon.

ISBA staff compiles and clarifies submitted resolutions

August 16-27

Resolutions sent to Governmental Affairs Committee for review

August 30

Board packets to Executive Board (2 weeks prior to the meeting)

September 10-11

ISBA Executive Board review and recommendation determination

Sept.-Oct.

Resolutions discussed and debated at fall regional meetings

October 13

Last day trustee packets can be mailed (at least 30 days prior to conference)

November 12

ISBA Annual Business Meeting to vote on resolutions

December

Create and publish the 2011 Legislation Position Manual for distribution in early January.
